By 2030, PEDC will strengthen Pennsylvania's statewide ecosystem for educator diversity and culturally relevant and sustaining education through strategic partnerships, policy influence, leadership development, innovative programming, financial sustainability, organizational excellence, and a commitment to educator and organizational well-being.

Introduction

Pennsylvania is at a pivotal moment.

The Commonwealth is experiencing profound demographic, workforce, educational, and societal changes that are reshaping the future of teaching, learning, and leadership. At the same time, longstanding disparities in educational opportunity and outcomes continue to affect students, educators, families, and communities across the state. These realities create both an urgent challenge and an extraordinary opportunity.

For five years, the Pennsylvania Educator Diversity Consortium (PEDC) has worked alongside educators, students, families, institutions, policymakers, community leaders, and partners to strengthen educator diversity and advance culturally relevant and sustaining education. Together, we have helped build relationships, influence policy, develop leaders, strengthen pathways for educators of color, and create opportunities for collaboration and collective action across Pennsylvania.

PEDC 2030: The Next Horizon represents the next chapter of our work.

This plan builds upon the foundation established through PEDC's previous strategic efforts, The Three Horizons, while positioning the organization to meet emerging opportunities and challenges with clarity, purpose, and ambition. It reflects our belief that educator diversity and culturally relevant and sustaining education are not separate initiatives; they are essential components of educational excellence, student success, thriving communities, and a more equitable future.

The Next Horizon is not simply about organizational growth. It is about strengthening systems, expanding opportunities, building partnerships, influencing policy, elevating community voice, and creating the conditions necessary for lasting and meaningful change. It is about preparing for the future while responding to the realities of today.

Over the next three years, PEDC will continue to serve as a convener, catalyst, advocate, thought leader, capacity-builder, and trusted partner working to strengthen Pennsylvania's educator workforce and educational ecosystem. At the same time, we will deepen our impact, expand our influence, strengthen our sustainability, and contribute to state, national, and global conversations about educator diversity, culturally relevant and sustaining education, and educational equity.

Rooted in Pennsylvania, relevant nationally, and connected globally, PEDC remains committed to building a future where every learner benefits from an education system that values diversity, affirms identity, nurtures belonging, and creates opportunities for all to thrive.

The work ahead is ambitious. It will require courage, collaboration, innovation, persistence, and shared leadership. Most importantly, it will require all of us.

Strengthen and Diversify the Educator Workforce

Advance policies, partnerships, and practices that recruit, prepare, retain, support, and advance a diverse and sustainable educator workforce, particularly educators of color, through workforce development, leadership cultivation, wellness, regional collaboration, and systems change.

Increase the number of educators, leaders, schools, districts, and institutions of higher education effectively implementing culturally relevant and sustaining education (CRSE) practices by building educator capacity, strengthening systems, developing practical tools and resources, and fostering statewide collaboration and collective action.

Influence Policy, Advocacy, and Systems Change

Advance policy, legislative, and systems changes that eliminate structural barriers, strengthen educator diversity across the educator workforce continuum—including attraction, recruitment, preparation, hiring, mentorship, support, and retention—and promote culturally relevant and sustaining educators, practices, and systems that create equitable opportunities for current and future educators and learners across Pennsylvania, especially educators of color.

Expand PEDC's visibility, influence, thought leadership, strategic partnerships, and public engagement across Pennsylvania and beyond to strengthen collective action, amplify educator diversity and culturally relevant and sustaining education, and position PEDC as a trusted statewide leader with growing national relevance and global influence.
